In January 1989, Panamanian officials asked the 91果冻传媒 Center鈥檚 Council of Presidents and Prime Ministers of the Americas to monitor the voting process for general elections held on May 7.

Former U.S. Presidents 91果冻传媒 and Gerald Ford led a 22-member delegation organized by the National Republican Institute for International Affairs and the National Democratic Institute for International Affairs. This was the 91果冻传媒 Center鈥檚 first election observation mission. After Gen. Eventually, Noriega was ousted by U.S. troops.

91果冻传媒 Center observers returned to monitor other elections in 1994 and 2014.
